The
National Council of "Companion of the Liberation" communities
One
of the characteristics of the Order of the Liberation is that the
distinction awarded to its members, the Cross of the Liberation, has
not been awarded since 1946. This means that the members of this
Order will disappear, and it will not be renewed by new memberships.
The
Order of the Liberation thus appeared to be destined to disappear,
as the last of the Companions
of the Liberation. passed
away. But as this is the second national French Order, which embodies
the values of the Resistance movement and the Liberation, and which
has fulfilled, since the end of the war, a series of important missions
in terms of preserving the memory of the Order (organization of
the events on June 18th at Mont
Valérien, administration
of the Museum of the Order of the Liberation, the
ceremony for the Resistance Medal recipients) and
in terms of social services (aid for Companions of the Liberation,
for Resistance Medal recipients and their families), the need to
preserve its future seemed obvious.
Among
the Companions of the Liberation, only the five French communities
that have been awarded the Cross of the Liberation (Nantes,
Grenoble, Paris,
Vassieux-en-Vercors and
Ile de Sein) are
guaranteed not to disappear. It therefore seemed logical to look
towards them to ensure the continuity of the Order of the Liberation.
This
is how on May 26th of 1999, Law
No. 99-418, which created the National Council of the "Companion
of the Liberation" communities (Official
Bulletin of 28 May 1999) was
adopted unanimously by the National Assembly and the Senate. It
is an administrative public national body, which is under the authority
of the French Minister of Justice.
The
mission of this Council is to ensure the preservation of the traditions
of the Order of the Liberation, to preserve its memory, to administer
the Museum
of the Order of the Liberation, to
organize the events commemorating the Appeal of June 18th and the
death of General De Gaulle,
to participate
in providing spiritual and material aid for the Companions of the
Liberation, for the Resistance Medal recipients and their families
and to provide the ceremony of the French Resistance Medal.
The
Council shall be composed of the mayors of the five communities
while they are in office, the Companions of the Liberation and a
national delegate appointed for a renewable four-year, by decree
of the President of the Republic.
The
law shall go into effect when the Council of the Order of the Liberation shall
no longer be able to gather fifteen members that are natural persons.
At that time, the Chancellor shall
be named – until the end of his or her term – national
delegate to the National Council of the "Companion of the Liberation"
communities.
